Yes, that sentence can be hard to understand! Here is another way to say it:

“Prepositions are usually small words, but articles are very small words.”

Or maybe:

“If prepositions are often smaller words, [then] articles are tiny.”

Or again:

“While you might describe prepositions as being smaller words, ‘tiny’ might come to mind when you think of articles.”

That is, compare prepositions like about, above, through, etc. to the articles a, an, and the.
